I think the titled quote could probably be said about quite a few Chelsea players right now as the team struggles to get out of a rut.
They currently sit in 12th place in the Premier League table after 16 games played, and this is not a position where they would have expected or wanted to be in right now whether they are in a transitional project or not.

They’ve signed a lot of new players, some of them they certainly overpaid for. But the price of such players would probably not even be mentioned right now if Chelsea were not where they are in the league table.
But since they are, there if a focus on the price paid for players such as Moises Caicedo and Enzo Fernandez, neither of whom are playing to the standard expected this season as of yet.
Former Chelsea player Glen Johnson says Caicedo is not yet living up to the massive hype.
