Parker will turn 17 in September and it appears City are keen to get a deal sorted before the defender enters the age bracket where he can sign a first professional contract.
The Premier League champions have reportedly beaten four other top clubs to his signature with Harrison set to join on a new youth deal.
United had reportedly hoped they would be able to convince the young centre-back to stay at Carrington by offering their highest ever youth deal to him, but were rejected.
The Red Devils previously earmarked Parker for a bright future at the club and demonstrated their trust in his talents by naming him in the squad for an FA Youth Cup match two years ago while aged just 15.
Despite his young age, Parker already towers over most Premier League at over 6ft tall.
