Simons first joined PSG from Barcelona in 2019 but made just 11 appearances before leaving for PSV last summer.
He was impressive in his debut season in his homeland, scoring 21 goals in 44 games as PSV finished second in the Eredivisie table.
Simons also made his debut for the Netherlands after coming off the bench in the World Cup round of 16 win over the United States last December.
His performances attracted interest from the Premier League, with Arsenal’s Mikel Arteta and Newcastle’s Eddie Howe both said to have monitored Simons.
