If (when?) that does not happen, Liverpool FC and Chelsea FC could be plotting to grab the Germany international this summer on a free transfer:

Given how much Vincent Kompany values the depth that he currently has in his attack, there is very little chance that City will be able to pry Sané away from Bayern Munich.
As for Chelsea and Liverpool, well, anything goes if Sané hits free agency this summer. However, there could be way for Liverpool to get its hands on Sané right now per Football Insider. The report indicates that Bayern Munich would accept a bid of €27 million to €30 million:

That still seems far-fetched, but it would be the only way for Bayern Munich to cash out on Sané if all parties have decided that there will be no contract extension.
For as much as we have seen that Mo Salah wants to stay at Liverpool, it appears that the deep pockets of Paris Saint-Germain could at least be tempting him:
